Hapisga (the Israeli word for the summit) garden is a nice garden located on the top of the old city of Jaffa. The garden is one of the best spots to take a picture of the Tel Aviv cost line, and a lot of famous pictures from Tel Aviv have been taken there. In addition, the garden is very close to the zodiac bridge that according to the tradition is a unique place to ask for a special wish.
